Surrogacy (Regulation) Bill, 2016
- The Cabinet, gave its approval for moving official amendments in a bill which aims at banning commercial surrogacy, allowing altruistic surrogacy to needy infertile couples and its effective regulation in the country.
- The 'Surrogacy (Regulation) Bill, 2016' proposes to regulate surrogacy by establishing appropriate authorities at the central level and in states and Union Territories.
- Once the bill is enacted by the Parliament, the National Surrogacy Board will be constituted and the states and Union Territories will have to constitute the State Surrogacy Board and State Appropriate Authorities within three months of the notification by the central government.
- The 228th report of the Law Commission had recommended prohibiting commercial surrogacy and allowing ethical altruistic surrogacy by enacting a suitable legislation.
- The 'Surrogacy (Regulation) Bill, 2016' was introduced in the Lok Sabha on 21 November in 2016 and was referred to the Parliamentary Standing Committee on Health and Family Welfare in January 2017.
- The Parliamentary Standing Committee held various meetings with stakeholders, central government ministries/department, NGOs, medical professionals, lawyers, researchers, commissioning parents and surrogate mothers to receive their suggestions.
- The 102nd report of the departmental-related Parliamentary Standing Committee on Health and Family Welfare on the Bill was tabled in Rajya Sabha and simultaneously in Lok Sabha on 10 August, last year.
- The panel had recommended that there should be no discrimination against people of Indian-origin living abroad seeking to use surrogacy services in India. There is "no point" in restricting Non-Resident Indians (NRIs), Persons of Indian Origin (PIOs) and Overseas Citizen of India (OCI) from using surrogacy services, the panel's report, tabled in Parliament recently, had said.
- While recommending that foreign nationals be kept out of the Surrogacy (Regulation) Bill, 2016, it advocated an appropriate mechanism for a complete background check of NRIs, PIOs and OCIs intending to use the services of surrogates to bear a child on their behalf.

- मंत्रिमंडल ने विधेयक में सरकारी संशोधनों को आगे बढ़ाने के लिए अपनी मंजूरी दे दी, जिसका उद्देश्य वाणिज्यिक सरोगेसी पर प्रतिबंध लगाने, देश में जरूरतमंद निसंतान जोड़ों के लिए परोपकारी सरोगेसी की अनुमति और उसके प्रभावी विनियमन है।
- 'सरोगेसी (विनियमन) विधेयक, 2016' केंद्रीय स्तर, राज्यों और संघ शासित प्रदेशों में उपयुक्त अधिकारियों की स्थापना करके सरोगेसी को विनियमित करने का प्रस्ताव रखा है।
- एक बार संसद द्वारा अधिनियमित किए जाने के बाद, राष्ट्रीय सरोगेसी बोर्ड का गठन किया जाएगा, और केंद्र सरकार द्वारा अधिसूचना के तीन महीनों के भीतर राज्यों और संघ शासित प्रदेशों को राज्य सरोगेसी बोर्ड और राज्य उपयुक्त प्राधिकरणों का गठन करना होगा।
- विधि आयोग की 228 वीं रिपोर्ट ने वाणिज्यिक सरोगेसी पर रोक लगाने की सिफारिश की थी, और एक उपयुक्त विधि के द्वारा नैतिक परोपकारी सरोगेसी की अनुमति देने के लिए कहा था।
- 'सरोगेसी (विनियमन) विधेयक, 2016' को 2016 में 21 नवंबर को लोकसभा में पेश किया गया था और जनवरी 2017 में स्वास्थ्य और परिवार कल्याण पर संसदीय स्थायी समिति को भेजा गया था।
- संसदीय स्थायी समिति ने अपने सुझाव प्राप्त करने के लिए हितधारकों, केंद्रीय सरकार के मंत्रालयों / विभागों, गैर-सरकारी संगठनों, चिकित्सा पेशेवरों, वकीलों, शोधकर्ताओं, निसंतान माता-पिता और सरोगेट माताओं के साथ विभिन्न बैठकें की।
- विधेयक पर स्वास्थ्य और परिवार कल्याण संबंधी विभागीय संसदीय स्थायी समिति की 102 वीं रिपोर्ट को पिछले साल 10 अगस्त को राज्यसभा और साथ ही साथ लोकसभा में पेश किया गया था।
- पैनल ने सिफारिश की थी कि विदेशों में रहने वाले भारतीय मूल के लोगों के खिलाफ भारत में सरोगेसी सेवा का इस्तेमाल करने के लिए कोई भेदभाव नहीं होना चाहिए। हाल ही में संसद में पेश की गई पैनल की रिपोर्ट ने कहा था की सरोगेसी सेवाओं का उपयोग करने से अनिवासी भारतीयों (एनआरआई), भारतीय मूल के व्यक्ति (पीआईओ) और भारत के विदेशी नागरिक (ओसीआई) को प्रतिबंधित करने में "कोई मतलब नहीं है"।
- जबकि विदेशी नागरिकों को सरोगेसी (विनियमन) बिल 2016 से बाहर रखने की सिफारिश करते हुए, एनआरआई, पीआईओ और ओसीआई की पूरी पृष्ठभूमि की जांच के लिए एक उपयुक्त तंत्र की वकालत की, जिनका संतान प्राप्ति के लिए सरोगेसी की सेवाओं का उपयोग करने का इरादा है।
Cabinet approves Ayushman Bharat – National Health Protection Mission
- The Union Cabinet chaired by the Prime Minister Narendra Modi has approved the launch of a new Centrally Sponsored Ayushman Bharat -National Health Protection Mission (AB-NHPM) having central sector component under Ayushman Bharat Mission anchored in the MoHFW.
- The scheme has the benefit cover of Rs. 5 lakh per family per year. The target beneficiaries of the proposed scheme will be more than 10 crore families belonging to poor and vulnerable population based on SECC database. AB-NHPM will subsume the on-going centrally sponsored schemes -RashtriyaSwasthyaBimaYojana (RSBY) and the Senior Citizen Health Insurance Scheme (SCHIS).
मंत्रिमंडल ने आयुष्मान भारत-राष्ट्रीय स्वास्थ्यसुरक्षा मिशन को स्वीकृति दी
- प्रधानमंत्री नरेन्द्र मोदी की अध्यक्षता में केन्द्रीय मंत्रिमंडल ने केन्द्र प्रायोजित आयुष्मान भारत-राष्ट्रीय स्वास्थ्य सुरक्षा मिशन (एबी-एनएचपीएम) लांच करने की स्वीकृति दे दी है।इसमें स्वास्थ्य और परिवार कल्याण मंत्रालय के अनुष्मान मिशन के अंतर्गत केन्द्रीय क्षेत्र के घटक शामिल हैं।
- इस योजना में प्रति वर्ष प्रति परिवार को पांच लाख रुपये का लाभ कवर किया गया है। प्रस्तावित योजना के लक्षित लाभार्थी दस करोड़ से अधिक परिवार होंगे। यह परिवार एसपीसीसी डाटा बेस पर आधारित गरीब और कमजोर आबादी के होंगे। एबी-एनएचपीएम में चालू केन्द्र प्रायोजित योजनाओं-राष्ट्रीय स्वास्थ्य बीमा योजना (आरएसबीवाई) तथा वरिष्ठ नागरिकस्वास्थ्य बीमा योजना (एससीएचआईएस) समाहित होंगी।
